I'm assuming that you're going to replace the part. I would find a large fine thread nut and weld it over the center of the shaft. Then screw in a grade 5 or harder bolt. Just make sure the bolt diameter isn't larger than the shaft. If you had a live PTO you'd be able to depress the clutch and the PTO would continue to spin (most live PTO systems use a 2-stage clutch. Half way stops the transmission and keeps the PTO going. New transmission can be in range of $25,000.00 plus labor.
